Seoul's Namsan Tower is often the first place tourists want to visit. However, there are only three ways to reach it: walking, taking the city-operated electric shuttle bus, or riding the cable car. A few years ago, Seoul City banned private vehicles and even taxis from driving up Namsan for environmental reasons. This makes tour guides worry when tourists want to visit, as the cable car is the most popular option but involves long ticket queues and waiting times. The monopoly on the cable car service also leads to high parking and ticket prices. The city is considering building another cable car line, which might improve the situation through competition.👌

As an alternative, I often take guests to Palgakjeong Pavilion on Bugak Skyway. While not as high as Namsan, it offers panoramic views of Seoul's old city walls, Namsan, and the city skyline.

Bugak Skyway, opened in September 1968, is an 8km two-lane road along the ridge of Bugaksan in northern Seoul. While it's known for its scenic views, its original purpose was to strengthen security around the Blue House (the former presidential office and residence) following a North Korean commando raid attempt in January of that year. This led to the establishment of military bases in the area.

Until the late 2000s, much of the area was restricted, but now it's famous for driving, walking, and cycling. Be cautious of cyclists when driving on the winding uphill road.

Although young people today have many trendy areas like Hongdae and Gangnam to enjoy, Palgakjeong remains a popular romantic spot for loving couples, especially at night. However, visitors should be aware that this is still a high-security area. Couples parked along the road might be startled by the sudden appearance of military security personnel. The military may order immediate relocation even before the police patrol arrives.

Warning: Never try to hide in secluded areas along Bugak Skyway. You guys might be mistaken for North Korean infiltrators and risk being shot at.🤣✔️
